What Is Fair Market Rent?
Fair Market Rent means two different things depending on who is asking: HUD's official FMR figure used for housing assistance, and the everyday market rent a landlord can actually charge. Here is how they differ.
HUD Fair Market Rent (FMR)
The U.S. Department of Housing and Urban Development publishes Fair Market Rents every year, broken out by metro area or county and by bedroom count. FMRs set the payment standards for the Section 8 Housing Choice Voucher program and other assistance programs.
By definition, HUD FMR is roughly the 40th percentile of gross rents for standard-quality units that recently changed tenants in an area. Because it targets the 40th percentile โ and is published on an annual lag โ FMR frequently sits below current private-market rent, especially in fast-moving or high-cost metros.
FMR vs actual market rent
For most landlords and property managers, the practical question is not the HUD figure but the private-market rent a specific unit will command today. That number comes from comparable active rentals, not a percentile of a metro-wide table.
When does each matter? Use HUD FMR when you are working with vouchers or a program that references it. Use a comp-based market rent estimate when you are setting or renewing rent, underwriting a purchase, or justifying an increase to an owner.
How to find each
HUD FMR figures are published on HUD's official FMR lookup by metro and bedroom count. For actual market rent, enter your property address to see a comp-based rent range for your specific location โ which may be above or below the HUD figure.

What is fair market rent?
Fair market rent (FMR) is the rent a property would achieve in the open market under competitive conditions, with both landlord and tenant reasonably informed. HUD publishes official FMR figures annually for use in housing assistance programs, but for most landlords the practical definition is: what comparable properties are actually renting for today.
How does HUD define fair market rent?
HUD's Fair Market Rents are published annually by metro area and bedroom count, used to set payment standards for the Section 8 Housing Choice Voucher program. They represent the 40th percentile of gross rents for recently moved standard-quality units. HUD FMRs are one data point, but private market rents often differ significantly โ especially in high-cost metros or fast-moving markets.
How do I find fair market rent for my property?
Enter your property address in Rent Report. We pull active rental listings near your address, filter for comparable size and bedroom count, and return a rent range based on what the local private market supports โ which may be above or below the HUD FMR figure.
Is fair market rent the same as asking rent?
Not exactly. Asking rent is what a landlord lists. Fair market rent is what the market will support. In a soft market, tenants may negotiate below asking rent. In a tight market, properties often rent at or above asking. Rent Report's comps show both listed and recently rented properties where data is available.
Why does fair market rent matter for landlords?
Pricing at fair market rent minimizes vacancy while maximizing revenue. Under-priced properties leave money on the table every month. Over-priced properties sit vacant longer, costing more than the premium would have earned.
